Managing digital innovation amidst rules, responsibilities, and opportunities

Artificial intelligence is progressively transforming the way Public Administrations operate and interact with citizens and businesses. But innovation must necessarily be accompanied by careful management of risks and responsibilities: the protection of personal data, cybersecurity, and transparency of algorithmic decisions are central aspects today to guarantee an effective and sustainable digital transition.

In response to these needs, the new European and national regulatory framework – with the AI Act Regulation, Law 132/2025 on artificial intelligence, the NIS2 Directive and Decree 138/2024 (NIS2 Decree), as well as the Law 90/2024 on cybersecurity along with updates in GDPR – redefines the scope of action for public administrations, posing new obligations and opening up new opportunities.
